The United Nations High Commissioner for Refugees (UNHCR) is pleased to announce the call for applications for the Tertiary Refugee Scholarship Programme, known as the DAFI Scholarship, for the academic year 2025. This programme offers an exceptional opportunity for qualified refugees and returnees in selected countries to pursue an undergraduate degree in their country of asylum or home country, including Rwanda.
The DAFI Scholarship Programme is a critical initiative aimed at empowering refugee and asylum-seeker students by providing access to higher education. The scholarship package, which varies from country to country, covers essential costs such as tuition, study materials, food, transportation, and accommodation. It is designed to facilitate academic and professional growth by offering support for International Standard Classification of Education (ISCED) level 6 bachelor’s degrees or equivalent qualifications. The programme also supports short-cycle tertiary education, ISCED level 5, including accredited Technical and Vocational Education and Training (TVET) programmes that lead to a certification or diploma.

Comprehensive Support for Academic Success
One of the distinguishing features of the DAFI Scholarship is the comprehensive support it provides. The scholarship package covers a wide range of costs, including tuition, materials, food, transportation, and accommodation. This holistic approach ensures that students can focus on their studies without the constant worry of financial burdens.
The scholarship is designed to support programmes at the International Standard Classification of Education (ISCED) level 6, which includes bachelor’s degrees or equivalent qualifications. Additionally, the DAFI Programme extends its support to short-cycle tertiary education at ISCED level 5, such as accredited Technical and Vocational Education and Training (TVET) programmes. These courses, typically lasting two years or more, lead to certifications or diplomas that open doors to various professional opportunities.
Beyond Academics: Community Engagement and Skills Development
The DAFI Scholarship Programme goes beyond just academics. Scholars are encouraged and expected to participate in community engagement and skills development activities related to their studies. This aspect of the programme fosters a sense of responsibility and connection to the communities they belong to, further enriching their educational experience.
UNHCR, in partnership with its education partners, maintains close contact with each scholar and the higher education institutions they attend. This ongoing support is crucial in ensuring the academic success and overall well-being of each student.
